History
The Federal Library and Information Center Committee (FLICC) was created in 1965 as the Federal Library Committee by joint action of the Library of Congress and the Bureau of the Budget (currently the Office of Management and Budget). The committee's home was the Library of Congress where the offices of the FLICC Executive Director conducted the operations of the committee.
During Fiscal Year 2012, FLICC made systemic revisions to the organization's bylaws, creating a single organization, FEDLINK, as authorized by statute. The bylaws streamline the governance structure, provide transparency, encourage greater membership participation, and create a single "brand" for the organization.
FEDLINK's members represent the five national libraries — the Library of Congress, National Library of Medicine, National Library of Education, National Agricultural Library, and National Transportation Library — and cabinet-level executive departments, legislative, judicial, independent federal agencies, tribal libraries, and the District of Columbia. The Librarian of Congress chairs FEDLINK.
FEDLINK's mission is a merger of the original FLICC and FEDLINK missions, goals, and objectives into four distinct responsibilities:
- Improve utilization of federal information resources;
- Provide the most cost effective and efficient way to procure necessary information and materials for federal libraries and information centers;
- Serve as a forum for learning and discussion about federal information policies, programs and procedures; and
- Help inform Congress, federal agencies, and others concerned with information resource issues.
