Branco, Cape (Paraíba, Brazil)
The citations provided indicate that the cape is located in the state of Paraíba, but do not show that there is a conflict with another cape of the same name; therefore, the qualifier is not supported. Further, SHM H 690 specifies that Geonet must be cited for geographic features outside the United States or New Zealand, but no citation for Geonet appears in the proposal. In addition, the meeting requests that the substantive portion of the heading – the part before the qualifier – be revised to conform to the instructions in H 690 sec. 4. The proposal may be resubmitted.
Buffalo soldiers
The appellation “buffalo soldiers” was used primarily for African American soldiers in four segregated U.S. Army regiments that existed from the 1860s-1950s, but it was occasionally used to refer to other African American soldiers, as well. The proposal would separate works about buffalo soldiers from works about other African American soldiers, often on the basis of the terminology used by the author of a work. That situation is not desirable.
Works on the four regiments of buffalo soldiers can be assigned the heading United States. Army—African American troops and/or African American soldiers along with the heading for the regiment.
A UF Buffalo soldiers was added to the heading United States. Army—African American troops to provide entry language and lead users to the existing heading.

Cagots

The citation to the map being cataloged should indicate what the map depicts. The title “Carter, Mahoosuc map” is not sufficient. The meeting requests that the cataloger provide a brief summary of the contents of the map. The proposals may be resubmitted.
Children of tramps
The title of the work being cataloged is Addie: memories of a hobo’s daughter, and it is a general account of growing up in a small town in Appalachia. It seems that the author’s father moved from place to place when he changed jobs, but persons who move for jobs are not tramps. According to the scope note for Tramps, a tramps are “persons who travel about from place to place living on occasional jobs or gifts of money and food.” It appears that the author may have used the word hobos in a broad or metaphorical sense. Catalogers are reminded to assign subject headings based on the content and form of works, instead of cataloging by title. SHM H 180 sec. 12 addresses this principle. The work can be cataloged by assigning the name heading for the author along with Addie (N.C.)—Biography. The proposal was not necessary.
Children’s stories, Uzbek
The proposal includes some information in English, but that information does not support the choice of the language qualifier. The language of the text cannot be assumed from the language of the title. The proposal may be resubmitted.

Corral de San Andrés (Lima, Peru)

Folk literature, Mende; Mende literature
The classification number included in the proposal for Mende literature must be proposed. In addition, the information in the proposals seems to indicate that the heading Folk drama, Mende might be more specific to the work being cataloged. If so, then proposals for Mende literature; Mende drama, and Folk drama, Mende should be resubmitted, along with a classification proposal. If the work is indeed about Mende folk literature in general, then the subject proposals that appeared on this list may be resubmitted with a classification proposal.
Hypertext literature, German
Hypertext literature is a type of belles lettres, while the proposal seems to indicate that the work being cataloged is about using hypertext links to provide a better user experience in an archive’s website. Headings such as Web sites—Design and Hypertext systems should be assigned. The proposal was not necessary.

None of these proposals includes a citation for a work being cataloged. There was no bibliographic file maintenance reported for this proposal. All 77 works in LC’s catalog that were assigned the heading Mauritania—History need to be examined before the meeting will consider the proposal. Most of the works were published after 1960 and the focus of the work is not immediately clear from the titles, which are almost all in French or Arabic. Each bib record that needs to be revised should be reported in accordance with the procedures in SHM H 165 sec. 4. If few of those works cover only the pre-1960 period, the cataloger should consider whether a separate heading is really necessary. The proposal may be resubmitted.
Monks Hall (Syleham, England)
Names of cities must be established in the name authority file before they may be used as geographic qualifiers in LCSH. The proposal may be resubmitted after a name authority record for Syleham has been created.
Operation Igloo White, 1968-1973
The citation for the work being cataloged did not provide a description of the operation; instead, it provided only the title, “Igloo White, January 1970-September 1971.” The second citation again provided only a title, “Igloo White, July 1968-December 1969.” The only other citation in the record was for a Wikipedia article. Wikipedia is not considered authoritative for subject proposal purposes (see SHM H 202 sec. 1.b). Each of the three citations – the two for works and the Wikipedia article – provides different dates for the operation. The meeting suggests that it is quite likely that one, or both, of the resources being cataloged provides a description of the operation, including its inclusive dates. That information should be added to the proposal, along with a citation for an authoritative resource. The proposal may be resubmitted.
Prime ministers—Canada
Prime ministers can be subdivided geographically, and –Canada is a valid geographic subdivision. The proposal was not necessary.
Reitze family
Reitze is a variant spelling of Reitz, for which there is already a heading. A UF Reitze family was added to Reitz family. The proposal was not approved.
Sārindā music
This proposal was made to add four UFs to the existing heading; similar UFs were proposed for the heading Sārindā (Musical instrument). The UFs should appear on the heading for the musical instrument only. The proposal for Sārindā music was not approved.
Secular clergy
LCSH has never made a distinction between regular and secular clergy, possibly because the distinction has shifted over time. In general, the definitions in authoritative sources indicate that secular clergy who “live in the world” and are not part of a religious order, but belonging to a religious order does not preclude one from “living in the world.” Compounding the problem, the work appears to assume that the reader would already know what secular clergy are during the time period under discussion, and does not clearly define the phrase.
The heading Clergy has a wide variety of NTs: Bishops, Priests, Rabbis, and Spiritual directors, among others. Priests and bishops generally “live in the world” and may nor may not belong to an order. It therefore seems most useful to add the UFs Diocesan clergy and Secular clergy to the heading Clergy. The proposal was not approved.
Sinden family
The citation for the work being cataloged did not contain information about the location of the family, as required by H 1631 sec. 3. Among other reasons, this information is required because without location information it is impossible to determine if a family name changed as a result of immigration. The proposal may be resubmitted.
Schuler family
This proposal was made to add a UF to the existing heading. The UF being proposed is for a compound surname, which should be proposed as a separate heading with an RT to Schuler family (see H 1631 sec. 3.b). The proposal may be resubmitted.
Stringed instrument makers
The heading is self-explanatory, so the meeting does not see the need for the proposed scope note. The proposal was not approved.
Suicide victims’ writings, South African
The work being cataloged is a collection of works by an author who committed suicide. H 1775 sec. 3.b states that for collections of literature by a single author, nationality is expressed only if it is combined with a genre or theme in a phrase heading; the class of persons of the author is not expressed at all.
