SUBJECT HEADINGS

Announcement:
           
Justification and research for subject heading proposals

Pursuant to the announcement in the Summary of Decisions for list 1506, the meeting is continuing to request that full source citations accompany subject proposals.

Excerpt from announcement on List 1506:

“The meeting has always marked some incomplete proposals as “resubmit” and sent them back to the proposing cataloger or institution. Formerly, policy specialists would complete some of the proposals themselves, or take certain things on faith and approve them. In the current era of diminished resources and increasing workloads, however, the policy specialists do not have time to complete others’ work for them.  And providing incomplete information for consultation is a disservice to current and future catalogers.

Going forward, the meeting will return any incomplete proposals for revision. Although this action will constitute extra work on the policy specialists’ part, the hope is that it will be short-term pain for long-term gain: catalogers, once reminded, will submit more complete proposals from the outset. For most proposals, the extra time required will be negligible but will cumulatively save a significant amount of the policy specialists’ time, as well as that of current and future generations of catalogers.

In a further effort to increase the number of complete proposals, policy specialists will revise SHM H 202 and H 203.  The guidance on source citations will be updated, and examples with full source citations will be included. The revisions will be available later this summer.”

NB: Some of the following “resubmit” decisions include a hypothetical example of information that might be added in a 670 field.  These examples are NOT BASED on real information from the works being cataloged.  In some cases, the works being cataloged are in languages that PSD specialists do not read, so, it was impossible to provide real citations.  The examples are given only to show the types of information that would aid PSD in evaluation of the proposals.  The works being cataloged and other sources should be consulted, and actual information from those sources should be recorded in the resubmitted proposals.

Other decisions:

Abdulvaliev family

The work cat citation is the only justification provided for establishing this heading.  One of the most important pieces of information about a family name is the nationality/ethnicity of the family (see SHM H 1631, sec. 3).  Proposals for family names should contain at least: 1. A statement giving the family name in English, 2. A statement in English about the nationality or ethnicity, or if that cannot be determined, a location associated with the family name, and, 3. An indication of sources consulted where information was found (670 field) and sources consulted where information was not found (675 field).

Backyard farming

The only evidence provided in support of this proposal was the title of the work being cataloged, Getting started with sheep and goats, plus three additional 670s containing only titles that support the use of the phrase “backyard farming.”  However, no source was cited with a definition of “backyard farming.”  It would be very important in this case for a definition to be provided because LCSH has other headings that could be confused with the heading being proposed.  More information would be required to evaluate the appropriateness of the broader terms as well.  The meeting had the following specific questions and comments:
            What is “backyard farming”?
            How is “backyard farming” different from Private plot agriculture; Farms, Small; Family farms; Gardening; etc.? 

On the proposal, the cataloger questioned the meaning of the heading Private plot agriculture, which is an older heading in which no source information was retained.  The meaning of the heading Private plot agriculture, therefore, must be determined by the cataloger through examination of other bib records to which the heading has been assigned as well as through further research in reference sources.
            Is “backyard farming” always urban? (The BT Urban agriculture was in the proposal.)
            Is “backyard farming” always done by families? (The BT Family farms was in the proposal.)

The term “home farms,” which is included as a UF, has a very specific meaning. “Home farms” are defined as a farm on an estate. Therefore, the UF Home farms, if included as a UF on the heading, would need a qualifier of some sort.

If “backyard farming” is a unique concept, distinguishable from existing headings in LCSH, it will probably need a scope note added to explain the distinction.

Barkev family

The subject heading on the bib record, is Barsamian family, so, the cataloger should clarify which name is intended in the proposal by updating the bib record and/or changing the proposal.

Barrow, Point (Alaska)

This proposal sought to add the UF Nuvuk to the heading, and the only 670 that supported the proposal cited the work cat.  

GNIS – or GNS, for foreign names – should be searched whenever a new geographic heading is being added to LCSH, but it should also be searched whenever a new variant is being added to an existing heading.  The reason that a variant should be searched through GNIS is that there could be a conflict of which the cataloger is unaware.  There are nine variants in GNIS, which should be added in the proposal.  The cataloger should record the search of GNIS and all variants found in order to verify the additional UF as well as to improve the record overall.

Bible stories, Kazakh

The only evidence provided in support of this proposal was the title of the work being cataloged, Kielī kītap ăn͡ggīmelerī.  It is not apparent to someone who does not read Kazakh that the work cat is about Kazakh Bible stories; therefore, the meeting was unable to evaluate the proposal.

Boca Ciega Bay (Fla.)

This proposal was originally on List 1502, but it was resubmitted without the changes that were requested at that time.  From List 1502: GNIS was cited as required, but the variant names that GNIS lists were not included on the proposal. The variants should be cited in the 670 field and provided as UFs. The proposal may be resubmitted.

Checa family

The work cat citation is the only justification provided for establishing this heading.  Neither the English form of the name nor the nationality/ethnicity of the name was provided. For complete comments on family name proposals, see the discussion under Abdulvialiev family above.

Since neither of the source citations provided in the proposal identified the location of this site, the meeting was unable to evaluate the proposal.  The 670 citations provided in the proposal were:

The location of the site cannot be assumed from the language of the text or from the place of publication, but must be explicitly identified in the source citation(s).  In this case, identification of Italy as the location of the site probably would have been sufficient.  However, when more than one site uses the same name, as they often do, identification of a more specific location could be critical.  So, catalogers should record location information found during the process of cataloging. The information could include country, or country and state or province, “outside of [town] in [country],” “between [river] and [town] in [country],” etc.  This information does not have to be extensive, but it should be recorded so that it is possible for the meeting to evaluate the proposal.

Crystals—Mechanical properties

The subdivision –Mechanical properties free-floats under Materials (see SHM H 1158), and crystals are materials.  The proposal was not necessary.

Dance—Semiotics

The work cat citation is the only justification provided for establishing this heading.  While it is fairly apparent that the words in Spanish are descriptive of the content, a simple translation of the phrase into English should be provided.

Estancia El Sapo (Chaco, Argentina)

The work cat citation is the only justification provided for establishing this heading.  The citation provided in the proposal was:

Nothing in this citation supports the form of heading. If there is support it should be added to the record; if not, the form of heading should be adjusted. Also, if there is no conflict with another estancia in Argentina, the heading should be qualified by the country only; if there is a conflict, it should be noted in the 670s. Finally, the 667 should be removed because it does not apply. The proposal may be resubmitted. 

Forest schools

The cataloger provided some titles and a Wikipedia entry as justification for this proposal.  The concept is not included in the Thesaurus of ERIC Descriptors, but to better evaluate the proposal, the meeting would like to see some relevant educational references cited.  The proposal may be resubmitted.

Guinean students  

The work cat citation contains only the title, and it is the only justification provided for establishing this heading.  However, the citation contains nothing to justify the proposal.

Haslar Gunboat Yard (Gosport, England)

Navy-yards and naval stations are military installations.  Military installations that are currently active and those that were active after 1899 are established in the name authority file (per SHM H 405 Group One).  Haslar Gunboat Yard was active from 1856 until the late 1970s, so it should be established as a name.  The proposal was not approved.

Internet and children—Law and legislation

Headings formulated as “[topic A] and [topic B]” would generally not be eligible for topical subdivision because the heading indicates a reciprocal relationship between the two topics. Internet and children, for example, means the Internet’s effect on children and children’s effect on the Internet.  The work cat is about the legal aspects of internet governance in respect to children, for which the subject headings Child welfare, or Internet and children, plus Internet governance—Law and legislation could be applied.  The second work mentioned is about the law of child pornography, for which the heading Child pornography—Law and legislation along with Internet governance—Law and legislation or Internet and children could be applied. 

The proposal was not approved.

Jacques (Orangutan)

Individual animals with proper names should be established in the name authority file (per SHM H 1332 sec. 9).  The proposal was not approved.

Kalingi (Indic people)

The proposal includes a UF Kalita (Indic people).  LCSH already has a heading Kalitās [sh 86005193].  More research should be done to determine if the two ethnic groups are the same or different.  The proposal may be resubmitted.

Majolica, Hungarian

The only evidence provided in support of this proposal was the title of the work being cataloged, Hódmezővásárhelyi Majolikatelep.  It is not apparent to someone who does not read Hungarian that the work cat is about Hungarian majolica; therefore, the meeting was unable to evaluate the proposal.

Military bases

The term “joint bases” indicates a type of administrative organization on military bases; therefore, the term “joint bases” is not necessarily synonymous with “military bases.”  If a Marine air base and a Naval air station were combined, the resulting base administratively would be a “joint base,” but it would be cataloged using the subject heading Air bases. If an Army base were combined with an Air Force base, creating a “joint base,” it would be cataloged using the subject heading Military bases.  The proposal was not approved.

Milk substitutes

The majority of the books in the LC catalog that are about milk substitutes are about the whole range of dairy substitutes (e.g., cheese, butter, cream, etc.), including milk.  Only a few of the books cover milk substitutes alone.  The meeting feels that the proposed heading is more specific than necessary and that the existing heading Dairy substitutes should be assigned instead. Milk substitutes will be added as an upward UF on the heading Dairy substitutes.  The proposal was not approved.

Mothers of political prisoners

The only evidence provided in support of this proposal was the title of the work being cataloged, Mafāhīm-i dādkhvāhī bih zabān-I sādah.  Since there was no information provided in English, the meeting was unable to evaluate the proposal.

Parc national de Birougou (Gabon)

According to SHM H 1925, English UFs should be provided if they are found while doing research. Otherwise, inverted vernacular UFs that bring significant words to the front should be provided.  The cataloger provided UFs in English, but provided no evidence of English usage.

Pepin, Lake (Minn. and Wis.)

There are four entries in GNIS for lakes named Pepin Lake in Minnesota.  Two of them are in Wisconsin as well.  The list of counties provided in the GNIS citation makes it appear that the cataloger conflated all of the lakes instead of choosing the one lake discussed in the work being cataloged.  The cataloger should determine which of the four lakes is covered by the work cat and adjust the source citation appropriately.

Piura La Vieja Site (Peru)

The citations indicate that this proposal is for the remains of a city that existed after 1500.  SHM H 715, sec. 1, states, “If it is necessary to assign as a subject heading the name of a city or town that existed beyond 1500, or that still exists, establish it as a name heading ….”

Propaganda, Austrian

The only evidence provided in support of this proposal was the title of the work being cataloged, "Ihr lebt in einer grossen Zeit, ...".  Since there is no information provided in English, and there is not a clear relationship between the title and the proposed heading, the meeting was unable to evaluate the proposal.  The proposal may be resubmitted.

Rock Springs Park (Chester, W. Va.)

The only evidence provided in support of this proposal was the title of the work being cataloged, Rock Springs Park.  Neither the qualifier (Chester, W.Va.) nor the BT (Amusement parks --West Virginia) are supported with source citations.  The proposal may be resubmitted with full source citations that support each element of the proposed heading.

Santo Domingo (Dominican Republic)—History—Siege, 1655

The Dictionary of battles and sieges (2007) seems to indicate that the English sieged the entire island/colony, which at the time was called Santo Domingo.  The qualifier on the proposed heading makes it seem as if they sieged the city of Santo Domingo.  The citation provided by the cataloger from Wikipedia indicates that the goal was to seize the city, but Santo Domingo was the only European city (of any size, at least) in the colony of Santo Domingo, so that would be the objective, regardless of where the siege actually took place.  What, exactly, did the English lay siege to? 

The cataloger should provide some information, from the work cat or from other reference sources, clarifying the situation.  The clarification is necessary because it would make a difference in the formulation of the heading.  The proposal may be resubmitted with adjustments based on additional research.

Seró I Site (Argentina); Seró II Site (Argentina); Seró III Site (Argentina)

The cataloger should clarify if these sites in truly different (i.e., non-contiguous locations).  If not, or if the numbering indicates different dig seasons on the same site, there should be only a single heading. If they are three different places, then the source citations should provide information making that clear. The proposals may be resubmitted providing clarification sufficient to evaluate them.

Shipwreck victims’ families

The only evidence provided in support of this proposal was the title of the work being cataloged, Kiŏk ŭi pangbŏp.  Since there was no information provided in English, the meeting was unable to evaluate the proposal.

The only evidence provided in support of this proposal was the title of the work being cataloged, Meter un ¡goool!  Since there was no information provided in English, the meeting was unable to evaluate the proposal.
