The current ALA-LC romanization table for Japanese has been implemented inconsistently due to conflicting guidance from the Library of Congress (LC). The attached proposal [PDF, 129 KB] clarifies which diacritical marks to use and when to use them when romanizing Japanese from the vernacular. Also attached is what the revised Japanese romanization table [PDF, 345 KB] would look like with clearer instructions about diacritical marks added.
