Under longstanding policy, Federal libraries were encouraged to transfer their surplus library materials to the Surplus Books Program at the Library of Congress (LC). The Surplus Books Program has not accepted transfers from other agencies since October 2011. Library management determined in September 2014 that the policy will be not to accept transfer of materials from other federal agencies that are duplicative or otherwise not wanted by the Library.
