Background and Development
Discussions about developing aggregator-neutral records took place between 2002 and 2003. These discussion eventually led to the creation of the Provider Neutral Record Guidelines for Online Serials, published in 2003. In 2011, guidelines were created for electronic monographs, known as Provider-Neutral E-Monograph MARC Record Guide. In 2019 Provider-Neutral MARC Record Guide combined instruction on electronic serials and monographs.
