NAME: Defining Subfield $c (Qualifying information) in Field 028 (Publisher Number) in the MARC 21 Bibliographic Format

06/23/12 – Results of MARC Advisory Committee discussion: Approved with the amendment that $q be used for Qualifying information rather than $c.  There was consensus that other identifier fields (e.g., 020, 022, 024) be surveyed to see if separate subfielding would be equally useful for them and to bring a proposal to Midwinter if so.

Proposal No. 2012-06: Defining Subfield $c in Field 028

1. BACKGROUND

RDA instructions on recording identifiers for the manifestation (2.15) have provisions to add a qualification after each identifier when the resource bears more than one identifier of the same type or when identifiers for parts of the resource are recorded. Identifiers for manifestations covered by these provisions include publisher’s numbers for sound recordings and videorecordings, which are encoded in field 028 of the MARC Bibliographic Format (publisher’s numbers for music and plate numbers for music, also encoded in field 028, are not covered by the provisions on qualification). Field 028 is currently defined in the Bibliographic format as follows:

Existing content designation does not support recording qualification in field 028. No subfield has been defined for that purpose and MARC documentation doesn’t include language that would allow recording qualification in one of the existing subfields either, as is the case with subfield $a in field 020.

2. DISCUSSION

Following RDA instructions on qualification of identifiers for manifestations would currently require using a combination of field 028 and field 500. It would be more efficient if a subfield were defined for the purpose of recording qualification. This way field 028 could be used both for indexing and for display even when qualification needs to be recorded. The following examples illustrate the differences in approach.
