Proposal No. 2010-05: Adding subfield $3 (Matierals specified) to field 034 in the Bibliographic and Authority Formats

1. BACKGROUND

Proposal No. 2006-06 (Definition of field 034 for geographic coordinates in the MARC 21 Authority Format) resulted in the ability to encode geographic coordinates in authority records. Currently the Library of Congress is involved in a project to populate authority records for populated places with coordinate data provided by OCLC.  In analyzing the geographic entities for which coordinates are being supplied, LC has determined that there is the need to indicate to which part of the geographic entity the coordinate data applies if it only applies to a portion of it.

2. DISCUSSION

Coordinates in authority records will be a rich source of data for providing users with a geographic interface to library resources. It was agreed that this data belongs in authority records, since it is information about the geographic entity described in that record. Field 034 has been used in bibliographic records to record coordinates that are on the cartographic item being cataloged and never on other forms of materials other than maps; other resources may have significant value for layering of GIS data. When field 034 was defined in the MARC 21 authority format, only those data elements appropriate to the geographic entity described were included.

Types of authority records that may benefit from the addition of coordinate data are records for place names, geographic features, and some subject headings such as battles, buildings, etc. In some cases the coordinate information may need to be qualified by a particular portion of the entity described in the 1XX field.  For instance an authority record for a river may include separate coordinates for the mouth of the river as opposed to the source of the river.  A mechanism to designate this is necessary for some types of geographic entities. Subfield $3 (Materials specified) would be an appropriate subfield to define for this purpose.

It is questionable whether this subfield is needed in both authority records as well as bibliographic records. Presumably the map itself being described in a bibliographic record will only cover a given portion, so it may not be applicable. However, since its uses are not completely clear, it is being proposed for both formats.
