In a straw poll, the committee voted in favor of processing the paper as a Fast-Track proposal. The paper was referred to the MARC Steering Group for final processing and approval as a Fast-Track proposal.
Field 055 is currently defined in the MARC21 Bibliographic Format as:

Complete call number or a classification number assigned by Library and Archives Canada (LAC) or a library contributing to LAC.
Excludes those numbers assigned from the National Library of Medicine classification system, the Universal Decimal Classification, and the Dewey Decimal Classification. These latter numbers are input in fields 060 (National Library of Medicine Call Number), 080 (Universal Decimal Classification Number), and 082 (Dewey Decimal Classification Number), respectively. Second Indicator - Type, completeness, source of class/call number
Type of number involved (whether it is an LC class number, an LC-based call number, or a class/call number assigned from some other classification scheme), the completeness of the class number (for LC class numbers only), and whether the number was assigned by Library and Archives Canada or a contributing library
LC class number (second indicator value 1, 2, 4, or 5) is one that has been assigned using the Library of Congress Classification or LC Classification-Additions and Changes. An "incomplete" class number (value 2 or 5) lacks a subject Cutter number required by Library of Congress Classification.
"LC-based" call number (second indicator value 0 or 3) is one that has been assigned using the Library of Congress Classification or LC Classification-Additions and Changes and, in addition, the schedules for Canadian history (FC schedule), Canadian literature (PS 8000-8999), and Canadian law developed by Library and Archives Canada. The term does not include numbers from locally modified or expanded LC schedules.
For non-LC, non-LC-based call/class numbers (second indicator value 6, 7, 8, or 9), the source list or scheme used to assign the number may be identified by a code in subfield $2 (Source of call/class number).
Field 055 has been assigned by Library and Archives Canada (LAC) and Canadian libraries to record either the classification number or call number in bibliographic records. There are over 5.8 million occurrences of field 055 in WorldCat. Among them, close to 3.8 million are assigned by libraries other than LAC, based on the second indicator values.
Canadian libraries had been contributing bibliographic records to LAC via the National Union Catalogue of Canada and/or Cataloguing in Publication Program. This use case has been discontinued after LAC moved to a new integrated library system in 2018.
Canadian libraries do not contribute records to LAC after 2018. The term "contributing to LAC" in field 055 definition and "contributing library" in the second indicator value labels have become obsolete. This paper proposes a revision to these terms to reflect the current use cases.
LAC assigns second indicator value "7" (Other class number assigned by LAC) in its bibliographic records. The sentence "This value is not used" is no longer valid. We propose removing this sentence from the second indicator value "7" definition.
The second paragraph in the Field Definition and Scope provides instructions to use fields 060 (National Library of Medicine Call Number), 080 (Universal Decimal Classification Number), and 082 (Dewey Decimal Classification Number), not field 055, to record call/class number from National Library of Medicine Classification system, Universal Decimal Classification, and Dewey Decimal Classification. But LC classification schedules, "including those from schedules specially developed by Library and Archives Canada for Canadian history and literature", are recorded in field 055.
LAC has developed schedules for Canadian history (FC, and its precursor F5000 schedules) and literature (PS8000 schedule). Both schedules are compatible with the Library of Congress classification system. On the “Preface to the first edition” (of FC schedule), LC "officially endorses the FC class as an alternate to its F1000 class", and assures "that no other schedule will be developed independently by the Library of Congress to conflict with this new schedule". In Library of Congress Classification - Schedule PR-PS_PZ, Library of Congress also "recognizes a need for the PS8000 area and endorses its use as an official alternative classification scheme. In order to eliminate the danger of a conflict in numbers, the PS8000 area will not be developed by LC in the future for other purposes." In Classification & Shelflisting Manual: F180 Reserved Class Numbers, it states that "'alternative' or 'reserved' class numbers are included in the schedules. They are not assigned to works in the Library of Congress' collections, but are provided for the convenience of other libraries, which may use them to serve the needs of their users. The numbers are shown in angle brackets. Examples:

When LAC catalogers assign field 055, they consider LAC developed Canadian history and literature schedules LC-compatible and use the same second indicator values "0" (LC-based call number assigned by LAC), "1" (Complete LC class number assigned by LAC), or "2" (Incomplete LC class number assigned by LAC) as for LCC. The examples provided in this field have confirmed this practice:
