NAME: Designating Further Open Access and License Information for Remote Online Resources in the MARC 21 Formats

SUMMARY: This paper continues Proposal 2019-01, which aimed at the definition of new subfields for open and restricted access and license information on the record level, in fields 506 and 540 of MARC Bibliographic, and in fields 506 and 845 of MARC Holdings. This paper proposes the definition of new subfields for most of this information in the context of a URL, through changes to field 856 (Electronic Location and Access) in the MARC 21 formats.

Proposal 2019-01, "Designating Open Access and License Information for Remote Online Resources in the MARC 21 Formats", aimed at the definition of new subfields for open and restricted access and license information on the record level, in fields 506 (Restrictions on Access Note) and 540 (Terms Governing Use and Reproduction Note) of MARC Bibliographic, and in fields 506 and 845 of MARC Holdings (same labels as in Bibliographic). In addition, field 856 was in scope at that time, to designate the access status and license information for those cases where only one record is created to describe a printed resource which is also available as a remote online resource, or for those cases where different online versions of the same resource are described in one record. However, the very limited range of available subfield codes prevented an adequate accommodation of all the information needed about access and about usage. In field 856, only subfield $7 was defined to designate the "Access status" at that time.
In order to get rid of historic burdens, an approach was taken to modernize or replace field 856. Consideration of Discussion Paper 2020-DP01 and approval of its successor, Proposal 2020-03, resulted in several subfields with mostly historic relevance and little occurrences being made obsolete.
The authors working in parallel on this paper and two other papers regarding field 856, including one from the ISSN International Centre in Paris and the Finnish National Library, and another from OCLC, have consulted with each other. In the discussions, they determined both that there were no significant conflicts among the papers and that there was generally mutual support for each. In spite of the perceived compatibility of the papers, it was decided to submit them separately because each had a distinct focus. Submitting them separately also avoided a single, unwieldy, and overly complex paper.
Field 856 is structured identically in the MARC Bibliographic, Authority, Holdings, Classification, and Community Information formats, although the definition and scope differ slightly from format to format. The Bibliographic field 856 currently has the following subfields:

The following subfields can be used in fields 506 and 540 to designate an access status and license information:
506 - Restrictions on Access Note
$a - Terms governing access (NR)
$f - Standardized terminology for access restriction (R)
$g - Availability date (R)
$q - Supplying agency (NR)
$u - Uniform Resource Identifier (R)
$2 - Source of term (NR)540 - Terms Governing Use and Reproduction Note

Some other subfields may be of value, too, but their use is kept out of the context of this paper.
Note: MARC Bibliographic Field 540 has its equivalent in MARC Holdings field 845.
In theory, we would need and propose no less than 12 new subfields for field 856, to achieve a format solution that would be fully parallel to fields 506 and 540/845. However, in order to propose an economically reasonable amount of subfields, we are trying to limit, to combine and to condense some of the information here.
Field 506 subfield $a (Terms governing access) provides textual information about the status, while $f (Standardized terminology for access restriction) in combination with $2 (Source of term) provides the same information using a controlled vocabulary, and subfield $u (Uniform Resource Identifier) provides it a third time by using a URI. Subfields $f, $2 and $u can find their equivalent in one subfield in field 856, with a syntax in analogy to the structure of subfield $0: The value of $2 is given in parentheses, followed by the value of $f; if no parentheses are given, the subfield contains only a URI, i.e., the content of $u.
The same approach can be taken for mirroring the syntactical structure of field 540/845 into field 856.
The designation of an equivalent to subfields $g (Availability date) may be omitted for field 856, at least at this stage of the development.
In fields 506 and 540/845, subfields $q (Supplying agency) are defined as follows: "A MARC Organization Code, ISIL, or textual name of the organization or project responsible for the data in the field." Further consideration led to the conclusion that these subfields may be covered by the recent, much broader approach of the MARC/RDA Working Group to designate data provenance information, according to RDA.
All four newly proposed subfields are to be defined as repeatable, in order to provide a flexible solution.
The subfield codes chosen here are among the ones which have been made obsolete in 2020, with a tendency to the middle of the alphabet, to avoid syntactical conflicts with a parallel MARC discussion paper.
In summary, to provide additional information as an equivalent to fields 506 and 540/845, but in conjunction with a URL in field 856, four new subfields are proposed here:
$l - Standardized information governing access (R)
The subfield contains standardized information about the access status of a resource. The information may be in the form of a value from a controlled vocabulary, or a Uniform Resource Identifier (URI). If the information is a value from a controlled vocabulary, it is preceded by the appropriate value from the list of Access Restriction Term Source Codes, enclosed in parentheses. When the information is given in the form of a Web retrieval protocol, e.g., HTTP URI, no preceding parenthetical is used.$n - Terms governing access (R)

The implications of these proposed changes on BIBFRAME will need to be considered together in order to prevent inadvertent data loss and conversion inconsistencies.
In field 856 (identical in the MARC Bibliographic, Authority, Holdings, Classification, and Community Information Formats), define the following new subfields, with their definitions as given in Section 3 of this paper:
