CNLIA Semiannual Conference

By THEODORE WIENER

The Council of National Library and Information Associations held its semiannual meeting December 2 in New York.

Attendees reviewed 52 years of useful activity. The council served as secretariat of the Z39 Committee of the American National Standards Institute, now the National Information Standards Organization, which developed the ISBN standards for book identification.

However, the council's program in recent years has been limited to maintaining a calendar of future library association meetings and surveying conference and convention procedures of its member organizations. It became clear at the meeting that more important activities must be undertaken to justify the group's continued existence.

To that end, Mary Rae Costabile of the American Library Association's Washington Office spoke on "Sources of funding for Library Associations." As a lobbyist for the library community, she advocates library funding, and library support programs in such major undertakings as Head Start and the crime prevention programs of the Crime Bill.

Joy Terrell, associate director for government relations of Independent Sector, a nonprofit coalition of 800 corporate, foundation and voluntary organization members that encourages giving and volunteering in all good causes, discussed "NonProfit Associations and Congressional Lobbying Guidelines."

Theodore Wiener is a senior cataloger in the Regional and Cooperative Cataloging Division. He attended the meeting as a councilor for the Association of Jewish Libraries.
