LOC Learn Features
As part of our ongoing commitment to providing professional development, the Library offers a variety of online learning resources and instructor led classes through LOC Learn. Library of Congress staff have access to over 2,500 online courses, 25,000 online books, 15,000 videos, KnowledgeCenters, and hundreds of additional online learning assets such as simulations and job aids.

For LOC Learn
LOC Learn is the Library’s new Learning Management System. It is replacing both the Online Learning Center (OLC) and LOC SkillPort. With LOC Learn, Library staff will be able to access a single system for both online learning and instructor led training. Staff will also now have a single transcript containing all of their historical Library training. LOC Learn will still offer all of the SkillSoft content that LOC SkillPort provided. That includes over 50,000 courses, videos, books, learning portals and other online resources. LOC Learn also provides better integration with other LOC systems and lots of new features. We will begin to highlight those new features in the coming months.
This Help! document is intended to assist you with the primary tasks in LOC Learn. It will cover how to perform the major functions in the system and the basic navigation. This Help! document will soon be supplemented with tutorial videos, feature highlights, FAQs and other tools to assist you in your LOC Learn experience.

LOC Learn
Logging in: LOC Learn is one of the many new Library systems that is taking advantage of Single Sign-On (SSO). This means that, once you are logged into your PC on the network, you can access LOC Learn without typing in any additional login credentials. Simply select LOC Learn from the Center for Learning and Development page (https:\\olc.loc.gov) and you will go direct to the acceptance page for using a Library of Congress system. After accepting the rules of behavior, you will go directly to the LOC Learn home page.
Home Access: Along with accessing LOC Learn from the Library and with VPN network access, you can also get access from your home or other PC. The Single Sign-On (SSO) access will require you to enter your network name and network password as login credentials. You will then be required by Centrify to provide a second part to the two-factor authentication. If you have not used two-factor authentication with your phone or from remote sites before, contact the OCIO Help Desk to be set up.
LOC Learn Home Page: The LOC Learn home page is designed to offer the core tasks in six simple buttons located in the middle of the screen. Those tasks are:
- Search Library – This is where you start all searches for content. You can find online content as well as instructor led content in this one search window.
- Transcript – Here you will find your official Library transcript of all training. This includes previous training from the OLC and LOC SkillPort. Completion certificates can also be viewed and printed from the transcript.
- Learner Dashboard – This dashboard gives you one page to view your active and scheduled training, your content marked as favorites, recommended content, a search bar and other links to key areas. The dashboard will start off fairly empty, but the more you use the site, the more complete and interactive it becomes.
- Staff Required Courses – This is a listing of the required courses for all staff.
- Supervisor Courses – This is a listing of the required and some additional courses for Supervisors.
- Help! – Your link to resources intended to assist you with navigating and making the most of your LOC Learn experience.
From anywhere in the site, you can always return to the LOC Learn home page by clicking on the Library of Congress Home logo located in the top, center of the page.
Search Library
The Search Library button will allow you to search for any learning content on the site. Click on the button to access the search page. Type in your search criteria and hit enter. You can also use the asterisk (*) for wild card searches. It also helps to put your multi-word search inside of parentheses (“). That way the search will only include all of your words together as a phrase and bring up more specific items.

After your search, you can use the filters on the left to refine your search by Activity Type, Topics, Duration or Start Date. Check any of those filter boxes to refine your search and then press the <Apply> button. By checking off the Books box and applying that filter, you would only see books that match your search results. You can always press the <Reset> button to go back to the original results before filtering.
Launching Online Content
Once you have found the online content that you would like to try, you can click on <Select> to start the activity or view more details.
You will also find the share link and the favorites link (heart icon) above the Select button. The share link will give you the direct URL for the activity, so that you can share it with others through email. The favorites link will save the course to your favorites section.
After clicking to start the activity, you may find that your browser popup blocker has stopped the course from loading. You will see a warning and have another <Start> button to bypass it.
For SkillSoft courses, you will also see a second box that offers the option of Enabling Web Accessibility. This can be checked, if desired, then click on <Start Course>. Most other online content will not include this step.
Your online content will now load and run just like it did in LOC SkillPort. If you need assistance with navigating SkillSoft courses, click on the course menu and you will find a Help button and/or a tutorial to assist you.
When done with the online content, exit the activity. If you were in a SkillSoft course, you will need to close the webpage allowing you to Enable Web Accessibility. Otherwise, the background pages will close themselves and you will be returned to the search or course page.
Instructor Led Class
If your search results include Instructor Led Classes, then there are classes available in the future. In the filters, check the Instructor Led Class box and click on <Apply>. Now your search results will only be upcoming instructor led classes.
You can scroll through the results looking for the best class along with the date and time that works for you.
Once you have selected a class, click on the <Select> button and choose Register. If the class is open for your registration, you will be offered the details box that you can select by clicking the button in the box and pressing <Submit>.
A confirmation will show at the top of the page, once registered.
Transcript
From the LOC Learn Home page, click on Transcript to access your learning transcript.
The Transcript defaults to showing the previous 12 months of training. You can change that by selecting a calendar year, a date range, or all. All of the column headings can be clicked on to change the sort of the transcript data. For example, you could sort by activity title by clicking on the column heading “Activity”.
Some of the activities have a little arrow in front of them. When you click on the arrow, it opens up multiple occurrences of the same activity.
For documentation purposes, the transcript also provides <Print> and <Export to PDF> buttons.
Certificate of Completion
By selecting Transcript from the LOC Learn Home page, you will also find your Certificate of Completion for any completed courses. On the transcript, the certificate icon will show in front of all completed training.
Click on the icon to produce your certificate.
The certificate also has buttons for <Print> and <Export to PDF>.
Staff Required Courses
The Library has some training that is required of all or most staff to complete. To access this training, click on the Staff Required Courses box on the LOC Learn Home page.
This link will take you to a page on the Human Capital Directorate (HCD) site. Here there is a listing of all required courses for staff. Each course lists all of the relevant data on why it is required and also explains who is required to complete the course. It also lists whether the course is an annual requirement, a one-time requirement or a different requirement. Each of these courses includes a link that will take you directly to the course in LOC Learn.
Supervisor Courses
The Library has training for LOC supervisors and managers as part of the Supervisor Development Program. Much of this training is required for all supervisors. To access this training, click on the Supervisor Courses box on the LOC Learn Home page.
This link will take you to a page on the Human Capital Directorate (HCD) site. Here there is a listing of all required courses for supervisors and managers. Each course lists the relevant data on the type of course and if there are any equivalent courses. Many of these courses include a link that will take you directly to the course in LOC Learn. Some require arrangements through the Supervisor Development Program staff before they can be open for registration.
Learner Dashboard
The Learner Dashboard is a second home page for staff. The more you use the site, the more complete the dashboard will appear. To view this dashboard, click on the Learner Dashboard button on the LOC Learn Home page.
The Learner Dashboard is divided out into different sections. Here are the sections available now:
- What would you like to learn today? – This is another search box to look for training activities.
- My Learning – Shows counts of your current training activities. When you click on these counts, it will open a full timeline of activities.
- Librarian’s Choice – These are some videos and other content recommended by the Librarian of Congress.
- My Favorites – Here you can scroll through all of the activities that you have marked as favorites. Remember, when searching through activities, there is a favorite’s icon (shaped like a heart) that you can click on to add content to this section.
- Resume Learning – These are the most recent content that you have accessed.
- Quick Links – Some frequently used links:
- Training transcript – Your transcript and completion certificates.
- Notes – An open page for you to take notes on any activities that you are using.
- Signout – For logging out of LOC Learn.
