The work being cataloged is an annual report on the NGO sector in general, and should be classified in HD2769.15-2769.2. A note was added to HD2769.15-2769.2 to indicate that general works on NGOs should be classed there, while works on their impact on particular topics related to economic conditions should be classed with the topic. The proposal for HC79.N65 was not approved.

LG291.K57

This institution does not appear to be a college or university, but a primary or secondary school. As such, it should be classified in LG295.A-Z and the proposal was not necessary.  If it is indeed a college or university, the proposal may be resubmitted after information to that effect is added to the name authority record.

PQ7439.Z3

Names of literary authors must be established in the name authority file before they can be proposed for inclusion in the classification schedules.  Putting information justifying the form of heading into the cataloger’s note in the classification proposal is not the same as authorizing the name itself. The proposal may be resubmitted after the name is properly established.

RC147.H43

This proposal was made to establish a number for “Hemorrhagic fever, Argentina.” According to MeSH, the American hemorrhagic fever caused both the Argentinian and Bolivian epidemics.  Based on the subject headings assigned to the work being cataloged, the work is about the American hemorrhagic fever epidemic that occurred in Argentina.  A revised classification proposal for “Hemorrhagic fever, American” may be resubmitted, along with a subject proposal for Hemorrhagic fever, American, which should have UFs for the Argentinian and Bolivian fevers.

RC776.M47

Two classification numbers were proposed for the same work, RC776.M47 and RA644.M65. The latter was used on the bibliographic record, and was approved. The proposal for RC776.M47 was not necessary.

 

SUBJECT HEADINGS

15 East 90th Street House (New York, N.Y.); 17 East 90th Street House (New York, N.Y.)

There is a cataloger’s note in each of these proposals indicating that the form of the proposed headings is based on the official name assigned by the Landmarks Preservation Commission. That commission, however, is not cited in the records.  The proposals may be resubmitted.

Assamese letters

Only an Assamese title was provided in support of this proposal. The proposal may be resubmitted with information in English that explains the relationship of the proposal to the work being cataloged.

Benin—Politics and government—To 1894; Benin—Politics and government—1984-1960

The proposal Benin—Politics and government—To 1894 was apparently made because LCSH includes the heading Benin—History—To 1894, but there is no requirement that there be matching chronological subdivisions for the history and politics and government headings for a place.  In this case, there is also no need. The existing heading Benin—Politics and government—To 1960 covers the government and politics of Benin until it became independent from France. There are only ten records with that heading in LC’s catalog and only four in the proposing library’s.  Therefore, the proposal cannot be justified by the need to break up a large file.  The proposals were not approved.

Body swapping (Trope)

This proposal would represent a departure for LCSH, because themes in literature are represented with headings of the type [theme]—Fiction, [theme]—Drama, etc., if the work being cataloged is belles lettristic, and [theme] in literature if the work is literary criticism. In addition, this would be the first time that the qualifier (Trope) would be used.
The meeting was unable to revise the proposal because it was unclear what heading was needed.  The work being cataloged is a motion picture that features body swapping, but the broader terms in the proposal put it firmly into a criticism hierarchy. 
A proposal for Body swapping may be resubmitted, and its broader terms should be reconsidered. A good question to ask is: If body swapping were a real thing, in which hierarchy would it belong? A proposal for Body swapping in literature may also resubmitted if it is needed to catalog a work of literary criticism. 

Bostadsaktiebolaget Pantern Asunto-osakeyhtiö (Turku, Finland)

While the proposal provided good documentation of the name of the building, the citations do not include information to support the geographic qualifier. The citations also indicate that the building is an apartment house, which would be a more useful BT than Dwellings.  Finally, the geographic subdivision on the BT should include only the name of the country, or the first-level administrative subdivision in the case of the exceptional countries, and not the name of the city. The proposal may be resubmitted with a citation indicating the location of the building and a revised BT.

Dalit women

SHM H 373 sec. 2 states that inverted UF references should be provided to bring significant words into the first position, unless the inverted UF would begin with the same word or words as the BT. The BT for Dalit women is Women, making the proposed inverted UF Women, Dalit, unnecessary. The proposal was not approved.

Ganges-Ramganga Doab (India)

The proposal does not include any information about the Ganges-Ramganga Doab, except for the Hindi name as romanized from the title of the work being cataloged. Instead, the proposal includes several citations to sources that describe the Ramganga River. The meeting acknowledges that several preferred sources for geographic names were consulted without success, but a description of the Ramganga River is not sufficient to justify the proposed heading. At a minimum, the proposal should include information in English about the doab, based on the work being cataloged. It would also be helpful to find at least one source that uses the English-language phrase Ganges-Ramaganga Doab. The citations to sources that describe the river should be removed from the record because they are not pertinent. The proposal may be resubmitted.

Geotechnical engineers; Engineering geologists

A proposal for the heading Geotechnical engineers appeared on Tentative List 9 (2016) and was not approved because Engineering geologists is a UF to Geotechnical engineers, an established heading. It was established that way because there are significant areas of overlap between the fields and it was deemed unnecessary to make such a fine distinction in a general vocabulary such as LCSH. The current proposals seek to remove the UF from Geotechnical engineers and establish Engineering geologists as its own heading.

The meeting does not agree that a separate heading is necessary, for the reason stated above. If the cataloger wants to pursue it further, clear scope notes should be provided to explain the distinction between the two occupations. Those scope notes should be based on an authoritative source that describes the difference between the occupations, not on one person’s blog post.

The proposal may be resubmitted.

Historical fiction, Bundeli

Only a Hindi title was provided in support of this proposal. Information in English that explains the relationship of the proposal to the work being cataloged should be provided.  In addition, a proposal to establish Bundeli fiction, the proposed BT for Historical fiction, Bundeli, is also necessary (see H 370 sec. 1.c). A proposal for Historical fiction, Bundeli, may be resubmitted along with a proposal for Bundeli fiction.

Hoptree borer

The genus Prays is established in LCSH as a member of the family Tineidae, which is inaccurate according to the information provided in this proposal for hoptree borer. The citation to the work being cataloged says that Praydidae is the family, but Praydidae is not established in LCSH. More research should be done to authenticate the family and make an LCSH proposal for it. Proposals to establish Praydidae, to change the BT for Prays, and to establish Hoptree borer may be resubmitted.

Introduced snails

This proposal seeks to add eight UFs for variant ways of expressing the concept of “introduced” snails.  Each of those variants is already provided in the record for Introduced organisms, which is a higher-level heading in the hierarchy. SHM H 373 sec. 3 states that variants that are already covered at a higher level of hierarchy should not be repeated in records for headings at lower levels of hierarchy. The proposal was not approved.
The meeting recognizes that some other headings at lower levels of hierarchy include such UFs. The references will be removed as time permits.

Kali Tiger Reserve (India)

Source citations should support all of the elements of the proposal – the proposed heading, any qualifiers, and the references.  The citations provided in this record do not support the qualifier because they do not indicate the location of the reserve, and they do not support the BT National parks and reserves—India.  Additionally, the information provided in the Wikipedia citation can be found in more authoritative online resources, including the reserve’s own website and conservation websites. The proposal may be resubmitted with authoritative citations that support the entire proposal.  

Khatiks

Joshua Project is not a required source for proposals for ethnic groups, but it is considered to be authoritative. In the case of Khatiks, it indicates that there are several other names for the group, and that there is another group with the same name. Those other names should be UF references, and qualifiers should be added to disambiguate the conflicts between the two groups named Khatik and any other names that research shows as being in conflict with each other. The proposal may be resubmitted.

Kimek (Turkic people)

Source citations should support all of the elements of the proposal – the proposed heading, any qualifiers, and the references – but the citations in this record do not support the broader terms. The proposal may be resubmitted.

 Lenin prizes

This proposal was made to add several UFs to the existing heading, most of them in Russian. SHM H 1265 states that an award or prize should be established in the vernacular of the country from which it originates, and that it should have a broader term. These stipulations apply equally to proposals for new headings and to revisions, so this proposal should have suggested a new form of heading and a BT in addition to the proposed UFs. In addition to H 1265, Appendix A should also be consulted, because one of the UFs proposed includes an abbreviation.  Finally, if the heading is proposed in the plural, the UFs should all be plural; if singular, the UFs should be singular. The proposal may be resubmitted.

Maison Senghor (Dakar, Senegal)

The source citation for the work being cataloged does not include the location of the dwelling and thus does not support the qualifier selected. It also does not support the BT Presidents—Dwellings—Senegal. The proposal may be resubmitted with citations that support the qualifier and BTs.

Male privilege

A proposal for White privilege appeared on Tentative List 10 (2016) and was not approved because LCSH does not include specific headings for groups discriminated for or against, and because other headings have been assigned to works on the concept.  The proposal for Male privilege is analogous. Numerous other headings cover the concept of male privilege, including Sexism, Androcentrism, and Male domination (Social structure). The proposal for Male privilege was not approved.

Mārwār Region (India)

The Columbia Gazetteer indicates that this region is another name for the princely state of Jodhpur, which is established in the name authority file. The proposal was not approved.

Missing persons in literature

The proposal included a translation of the German title, which is appreciated, but the translation should have appeared in the source citation for the work cataloged, not in a 952 cataloger’s note field. The proposal may be resubmitted.

Patriotic poetry, Azerbaijani

The proposal included a translation of the title of the work being cataloged, but “Love of country” does not support the concept of Azerbaijani patriotic poetry. The proposal may be resubmitted with information about the content and language of the work.

Penmanship, Armenian

The proposal included a translation of the title of the work being cataloged, but “Writing exercises” does not support the concept of Armenian penmanship. The proposal may be resubmitted with information about the content and language focus of the work.

Pflumm family; Pflum family

The citation for American Family Names that was provided indicates that Pflaum (a proposed UF for Pflumm family) and Pflum are variant names for the same family, which suggests that Pflumm family and Pflaum family should be UFs for Pflum family. It is possible that the cataloger based the decision to propose separate headings on conflicting information in the work being cataloged, but the proposal provided only the Hungarian title of that work. At a minimum, citation for the work being cataloged should include the location, ethnicity, or nationality of the family in English, as well as the family name itself. The cataloger should reconsider the choice to propose a separate heading for the Pflumm family; if two proposals are considered necessary, the citations should clearly indicate the rationale. The proposals may be resubmitted.

Randeniwela, Battle of, 1630

According to H 1285, headings for battles should have a geographic qualifier, and this proposal does not. The instruction sheet goes on to say that a battle that is part of the war should have the war as a BT. The war of which this battle is a part needs to be proposed. (Note that the Wikipedia citation in the current proposal is not sufficient support for the war; a more authoritative source should be found). Finally, according to the instructions in H 365, the 053 (classification number) field in the proposal for the battle is not appropriate. A revised proposal for the battle may be resubmitted along with a proposal for the war.

Global Financial Crisis, 2008-2009—Effect of monetary policy on

Rather than establishing the subdivision –Effect of monetary policy on under individual events, the meeting prefers to establish it under concepts. The proposal has therefore been revised to Financial crises—Effect of monetary policy on. The work may be cataloged by assigning Financial crises—Effect of monetary policy on along with Global Financial Crisis, 2008-2009.

Saclay Plateau (France)

It is unclear how the Saclay Plateau is related to the commune of Saclay; both appear to be known as the European Silicon Valley. The work being cataloged was assigned headings about city planning, for which a jurisdictional subject heading or subdivision is generally more appropriate than one for a geographic feature. The meeting requests that the work be reexamined to determine which of the two headings – the plateau or the commune – would be more appropriate. If a heading for the plateau is still desired, then a resubmitted proposal should clearly indicate how coextensive (or not) the plateau is with the jurisdiction.

Sangu River (Bangladesh)

Geonet includes entries for two rivers of this name in Bangladesh. More research should be done to determine whether the entries in fact refer to the same river. If they do, the variant names provided in one of the entries in Geonet should be cited in the proposal and provided as UFs. The proposal may be resubmitted.

Shivnath River (India)

It is clear by comparing the description of the Shivnath River in that river’s authority record (originates on Panabaras Hill and flows northeast for 345 km) and the description of the Sheonath River on the Durg, Chhattisgarh, India, website (also called Shivnath; originates on Panabaras and flows northeast for 345 km) that Shivnath is another name for the Sheonath River. The sole citation to Wikipedia provided in the proposal for the Shivnath River was clearly misleading. The meeting again requests that catalogers refrain from citing Wikipedia and similar resources when other sources are readily available. Additional UFs were added to the existing heading. The proposal was not approved.

Short stories, Chattisgarhi

SHM H 1790 sec. 2.b states that collections of fiction by one author should not be assigned a form heading unless the form heading includes a topical aspect or is of a highly specific form. The section goes on to provide Short stories, American, as an example of a heading that cannot be assigned to a collection by one author. The work being cataloged is a collection by one author. The proposal was not necessary.

Sisapo Site (Almodóvar del Campo, Spain)

This proposal included a Wikipedia citation that called Sisapo an “archeological site” and an “extinct city.”  There was no information in the citation to the work being cataloged to indicate which type of entity it is. More information from either the work being cataloged or from an authoritative reference source should be provided and the form of heading and the BTs should be adjusted as necessary to conform to the rules in H 715 and H 1225. The proposal may be resubmitted.

Siwalik Fossil Park (India)

Source citations should support all of the elements of the proposal – the proposed heading, any qualifiers, and the references – but the citations in this record do not support the broader term provided, National parks and reserves—India. The proposal may be resubmitted.

Tāmraparni River Valley (India)

Only a Tamil title was provided in support of this proposal. The proposal may be resubmitted with information in English that explains the relationship of the proposal to the work being cataloged.

Terrorists’ spouses

The only English-language information provided in the citations was “Beloved terrorist: 16 years with militant Islamists,” which does not indicate how the work being cataloged relates to the proposed heading. The proposal may be resubmitted.

Villa Louis (Prairie du Chien, Wis.)

Source citations should support all of the elements of the proposal – the proposed heading, any qualifiers, and the references – but the citations in this record do not support the broader terms provided, Dwellings—Wisconsin and Museum buildings--Wisconsin. In addition, a UF should be provided per H 1334 sec. 4. The proposal may be resubmitted.

Wade House (Greenbush, Wis.)

Source citations should support all of the elements of the proposal – the proposed heading, any qualifiers, and the references – but the citations in this record do not support the broader term provided, Dwellings—Wisconsin. The proposal may be resubmitted.   

Water buffalo meat industry

SHM H 1673 sec. 2 says, “If the heading for the product is not in the subject authority file, establish the product heading at the same time” that the heading for the industry is established. The proposal for Water buffalo meat industry may be resubmitted along with a proposal for Water buffalo meat.

 

GENRE/FORM TERMS

Filmed lectures; Television lectures

LCGFT manual instruction sheet J 190 sec. 3.c states, “For terms based on another term, do not make UF references that repeat alternative spellings or variants that are already covered by a UF reference in the base term.” These proposals sought to add UFs for synonyms of “lectures,” all of which are covered by the UFs for the authorized term Lectures. The proposals were not approved.

Filmed speeches

The proposal sought to add numerous UFs, all of which are covered by the UFs on the BT Speeches. The proposal was not approved.

Governors’ messages

This proposal was submitted with a proposal for Messages (Official communications), which the scope note defined as “Official governmental communications from a chief executive to a legislative body.” The meeting does not wish to set a precedent with Governor’s messages, which could lead to Prime ministers’ messages, Presidents’ messages, Premiers’ messages, etc. Instead, Messages (Official communications) should be assigned to all works of that type, regardless of the title of the person communicating it. The proposal was not approved. 

Miniature books

As the citations provided in the proposal show, “miniature” refers only to the size of the book, not to its genre or form.  In addition, the MARC 300 (physical description) field is mapped to the FRBR manifestation entity. The proposed term is therefore not appropriate for LCGFT, which provides terms at the work and expression level. The proposal was not approved.

Monographic series

The meeting was hard-pressed to imagine a user approaching the reference desk or library catalog to ask which monographic series the library holds. Because LCGFT is intended to facilitate user access, the proposal was not approved.

 Revolutionary poetry

This proposal sought to change the BT Poetry to Political poetry, a proposal for which also appeared on this list and was approved. The meeting does not wish to create a hierarchy under Political poetry. The proposal to change the BT on Revolutionary poetry was not approved.

Recovery plans (Wildlife conservation)

Rather than terms for every possible type of recovery plan (e.g., hurricane recovery plans, flood recovery plans, fishery recovery plans, wildlife conservation recovery plans), the meeting prefers to approve a few high-level terms that will collocate similar types of recovery plans, such as environmental recovery plans, natural disaster recovery plans, etc. A proposal for Environmental recovery plans may be resubmitted.

Series (Publications)

Again, the meeting could not envision a user asking for a list of series that a library owns. Adding to the meeting’s unease, the sources cited indicated that only series that have a collective title would be cataloged using the term. Such a restriction would exclude most “series fiction.” The proposal was not approved.

Translations

In accordance with the decisions about Monographic series and Series (Publications), this proposal was not approved.

           
           
DEMOGRAPHIC TERMS

Amateur astronomers

The meeting does not wish to set a precedent of approving separate terms for amateurs and professionals in the same occupation or avocation. The term Astronomers should be assigned to the work being cataloged. The proposal was not approved.

Parents of mass murderers

The LCDGT manual states in instruction sheet L 473 (“Used For” References) that inverted UFs should be made to provide access through each significant word, and goes on to say, “Apply this provision liberally to collocate terms, particularly when terms consist of a common noun modified by an adjective or adjectival phrase and may not be linked by a common category or BT.” This instruction was meant to refer only to terms consisting of nouns modified by adjectives, not to terms consisting of a prepositional phrase. Instead, the part preceding the preposition and the part following the preposition should be independently established before proposing that they be combined into a prepositional phrase.  The manual will be revised to clarify this policy.

A proposal for Mass murderers was added to the list and approved, and the UFs were stricken from the Parents of mass murderers, which was also approved.
