Other decisions:

Prison torture

Since most torture is done to those who are captive in some way, the meeting felt that the existing heading Torture could be assigned in combination with other headings, such as Prisoners--Abuse of, and that no separate heading was needed for torture that occurred in prisons. The proposal was not approved.

Signified (Linguistics)

The proposed broader-term references on this proposal are not existing headings. Also, it was unclear what relationship might exist between the proposed heading and the existing heading Reference (Linguistics). After investigation of this issue the proposal may be resubmitted.
