The Winnah. Washington, D.C., Dec. 30. The first dead heat in a Congressional race was settled today when the State Ballot Law Commission ruled that Arthur B. Jenks, Republican, was the winner over Alphonse Roy, Democrat, from the first district of New Hampshire. After an 11-hour session the commission gave the decision to Jenks by a margin of 10 votes. Rep. Jenks still has his fingers crossed, however, as the House will have the final say as to whether he will be seated or not
