Proposal No. 2011-12: Defining subfield $q for assigning agency in field 084

1. BACKGROUND

For a long time, the German Union Catalogue of Serials database (ZDB) has used a classification scheme on its own.  It is called "Fachgruppenverzeichnis", or "ZDB-Systematik".  This classification scheme is documented online and has been assigned a MARC code "zdbs" in the list of "Classification Scheme Source Codes".  This code is used in the MARC Bibliographic Format in field 084 "Other Classification Number" in subfield $2 "Number source" to designate the classification scheme from which the number contained in subfield $a "Classification number" was taken.

On the other hand, in the German National Library in 2004 started to use a Dewey based classification scheme for its German National Bibliography database (DNB).  This classification is documented online as well and has been assigned a MARC code "sdnb" in the list of "Classification Scheme Source Codes" for field 084 subfield $2.

From 2000 on, the German National Library has hosted the ZDB database, initially as a separate database.  Over the last 7 years, a process of integrating ZDB data and DNB datatook place.  Nowadays there is only one physical record, containing a large core of general and common data both for ZDB and for DNB, but also containing data according to the needs, rules and specifications of the ZDB, and containing other data according to the needs, rules and specifications of the DNB.

In 2010, the proprietary classification scheme of the ZDB was mapped to the Dewey based classification scheme of the DNB, and an automated enrichment was performed:  According to the mapping, each ZDB record was assigned one or more classification number(s), so that the ZDB contains Dewey based classification numbers similar to the ones that have been assigned to each DNB record.

Starting in summer 2010, German National Library catalogers and German Union Catalogue of Serials catalogers are now assigning classification numbers to the combined record, taken from exactly the same Dewey based classification scheme, but differing in scope and in the level of detail.  While on the one hand the German National Library staff in all the participating libraries assign classification numbers mainly in order to sub-structure the different series of the DNB, the German Union Catalogue of Serials staff emphasize the role of the classification for indexing, searching and selecting.  Most of the rules are the same, but some agency specific instructions apply which may lead to differing classification numbers in the same record.

As a reference, the classification numbers taken from the older ZDB-Systematik classification scheme are kept in the records for the time being, and a cleanup of the database is planned, but the classification scheme is not maintained anymore and its usage is deprecated.  In MARC field 084, this information still is sufficiently designated by $2 "zdbs".

2. DISCUSSION

In the MARC Bibliographic Format, field 084 has a provision to identify the source of the classification system or scheme from which the number was assigned, in subfield $2 "Number source".  At the moment, field 084 is defined as follows:

There is currently no way to designate which institution has assigned an "Other Classification Number".

In the MARC 21 Bibliographic Format in field 082 "Dewey Decimal Classification Number" and in field 083 "Additional Dewey Decimal Classification Number", there is a subfield $q designating an "Assigning agency".  This subfield was introduced into 082 in 2008, along with the new fields 083, and 085 "Synthesized Classification Number Components".  Subfield $q contains the MARC organization code of the institution that assigned the classification number. A subfield $q is also included in field 084 (Classification Scheme and Edition) in the MARC 21 Classification Format.

The code is taken from the MARC Code List for Organizations.  For Germany, the system of MARC Organization Codes is contained in the "Online Directory of German ISIL and Library Codes" provided by the Staatsbibliothek zu Berlin.  The ISIL for the agency that prepares the ZDB is "DE-600", whereas the ISIL for the German National Library is "DE-101". If a subfield $q is defined in bibliographic field 084, these assigning agencies can be recorded.
