(Jun 02, 2008) On April 21, 2008, the President of Uzbekistan promulgated the Law on Mandatory Civil Liability Insurance of Vehicle Owners, making Uzbekistan the first post-Soviet country where the law obligates vehicle owners to insure against civil liability for any harm caused to the life, health, and (or) property of third parties that occurred while driving. The insurance must be acquired within ten days after purchasing a vehicle or after receiving it for operational use. The Law prohibits the use of vehicles whose owners do not have their liability insured in the territory of the Republic of Uzbekistan. The maximum insurance rates, their structure, and the order of their application by the insurance companies will be established by the Cabinet of Ministers.
Special requirements were introduced in regard to the insurance companies that provide this type of coverage. They should possess an additional license and have representatives in all regions of the country authorized to sign contracts, consider the claims, and make insurance coverage payments. Traffic policemen are assigned the duty to monitor motorists' compliance with the requirement to have civil liability insurance.
