(Aug 04, 2009) On July 10, 2009, Vietnam's Ministry of Labour, War Invalids, and Social Welfare and the Vietnam Assistance for the Handicapped organization held a third workshop to gather advice from local and international experts on the drafting of a law on the protection of the disabled. It was the last such forum to be convened before submission of a finalized version of a bill to the government and then the National Assembly.
According to attorney Kathleen Blank, a Program Specialist with the U.S. National Council on Disability, "[t]his is the proper time for Vietnam to prepare such a law, as Vietnam can now use as a guideline the United Nations Convention on the Rights of Persons with Disabilities, a document it signed in 2007, and at the same time tap the experience of countries all around the world." Daniel Mont, a World Bank Senior Economist, indicated the bank's willingness to assist Vietnam in the drafting procedures for the law, especially in regard to data collection. Some other suggestions made at the workshop were to: include a special section in the draft law on the protection and mainstreaming of disabled children, set up a monitoring agency to supervise implementation of the law, and increase access to information technology for the disabled.
