Brazil: Registrar Offices Authorized to Issue ID Cards and Labor Cards

(Sept. 28, 2017) On September 26, 2017, Brazil enacted Law No. 13,484 to allow registrar offices (ofícios do registro civil das pessoas naturais) to issue ID Cards (carteiras de identidade) and Labor Cards (carteiras de trabalho) and to charge for this service.  (Lei No. 13,484, de 26 de Setembro de 2017, art. 1, PLANALTO.)  These documents in the past could only be obtained at the appropriate public agencies and were free of charge.  To issue these documents, it is necessary that the registrar offices enter into an agreement (convênio, credenciamento ou matrícula) with the appropriate public agencies or entities officially offering these services.
