Counting non-filing characters in MARC 21 bibliographic records
In February 2003, CPSO issued a memo to LC cataloger's on the change
in practice for counting non-filing characters in MARC 21 to be implemented
after February 19, 2003. The tables below illlustrate the differences
in counting before and after Feb. 19th 2003 by using some of the examples
from the CPSO document located at: http://www.loc.gov/catdir/cpso/nonfil.html
